The alarm itself cannot blow a 10 Amp fuse, it's current draw is of the order of 5mA (0.005 Amp).
It's what the alarm switches (usually the indicators) that blows the fuse.

When does the fuse fail ?

Immediately on arming/disarming?

After a number of arming/disarming operations?

A diode is required in the wiring
